WinRar is a commercial application and it could be that you're encoding the file with a new version of the algorithm that other clients haven't caught up to yet. Try making it in an older version of WinRar or another program. I've experienced similar problems and this fixed 'em.

It might be related to flash. Try disabling the flash plugin and see if that fixes it. If it does, install flashblock so you can make it only run flash on one tab at a time.

Also, in a lot of areas, you don't need a business license as long as you aren't using a fictitious name (this is the official term for it) like Part Company X. Thanks for clarifying that logs are not kept. It seems like a lot of services (web services mainly but chat as well) keep logs for insane periods of time. It would be nice to post up a privacy policy somewhere (ie what information do you store?)
