The only way you can change your ip address is to use a proxy.
Free programs will connect you to internet through free proxies but some of them can be really slow.
I assume that the programs that cost money provide their own proxy servers and should be faster, although i have never used them.
The only free program i know of is Tor & Privoxy & Vidalia bundle

in LAN you can simply change the IP with ipconfig (ifconfig in *nix), but you have top stay in the same range (defined in the subnet settings).
but this can't work in the internet, because you receive your public IP from the ISP you connect to....if you change the IP with ipconfig the connection drops because either the IP is in use already or not assigned yet by the ISP. and because of that you need a proxy.
