ripe.net should be the one for you...
but the fee is not really cheap, you can expect a cost of about 1000-1500 € a year. imo it makes more sense to rent a server, you get an IP kinda for free then...well, not really for free because it's a part of the server rent, but at least it's way cheaper because providers get special conditions because they can register whole ranges (as regular user you are limited to 4 IPs when you get them from ripe directly if I remember it right).
