This is basically a keylogger that records the times between keystrokes.

In the article, it says:
The best part of it is that the collected data does not contain any type of personal information or information that can be used to draw conclusions about the user. The text becomes anonymous as its being typed, and the contents of the text can't be reconstructed by the system operator or by KeyTrac.

MapVirtualKeyEx Function

Translates (maps) a virtual-key code into a scan code or character value, or translates a scan code into a virtual-key code. The function translates the codes using the input language and an input locale identifier.

gog, it doesn't save the text. I assume it just saves how much time it takes you to progress from one letter to the next. It could also record common typos etc, creating a personal typing profile.
