Confused Why Can't I Connect To The War Games

I'm Having A Very Strange Problem With The War Games. Any Link I Click On To Get To The Box It Says The connection has timed Out. The server at 69.81.139.78 is taking too long to respond. But When I Enter It Manualy I Get A Web page About Cortex. What's Going On The Home Page Says The Wargames Are Active.
