Extract text from a video

Is there any software available with which we can extract text/dialogues out of the video?
I need to compile the text in a .txt file, from the video/movie clip.

Ok, this is the thing. I'm watching anime. In those movies, Japanese sentences are damn fast, and I can't understand properly what they are saying. I'm not interested in English subtitles.
Is there any way to extract only the audible voice (not the music) into a text file?
