try shaving more gently....even gliding the blade would cut the hairs
i dont get that
but when i cut myself its because i put too much pressure on the blade
also make sure you are shaving properly....with a lot of shaving cream
and in the right direction (NOT AGAINST THE GROWTH OF THE HAIR!!)
also cologne or aftershave would do you wonders
i looove the burn after i shave....i slap my face a couple of times
then i just use some cologne....*burn*....mmm i like that

1) Don't dry shave. At the very least wet both the blade and your stuble(or beard, whatever) and do not let the blade or stuble dry. I do this most of the time and I don't have irritation.
2) Ideally, use shaving cream/gel. It works.
When you shave first, go with the grain of the beard to get the majority. After that, I go against the grain to get the smooth feeling even though people say not to. I also don't get razor burn doing this.
Did you start shaving recently? If so, I think that's the reason you get razor burn. My skin did that too for about a week or so. Your skin should toughen up an it won't be near as bad.
