Cannot acces anything i download. "YOu may not have appropriate permission" What should i do?

You need to log in as administrator on your computer. You don't have permission to run the file on your computer, because it's most likely an installer or another application operating at a system level.

Ah... Well, say the file is in C:\shared files\funky shit\program.exe

Rename 'funky shit' to 'funkyshit,' or just take the space out of the folder that the program is in, it may be a program intended for an older version of windows.

can you give us the directory or path of the file you are trying to access? this will help.

You said you were admin of the computer you are having trouble with. Make sure you log in as the admin, apparently the file or directory you are trying to access has permissions assigned to it that excludes you. Is there another user for that computer? The file or directory could also be on the network (if you are at work or school) and that console user has blocked his shares.

Ok, Its on my desktop, in a folder. Also I do log in as admin, and im not using it through a network, also this is my home computer.

here's what I would do:
- put the zip-file on an USB stick or on a CD
- boot Linux from a LiveCD (Ubuntu, Knoppix, whatever).
- try to unzip the file there

at least we know then if the files are the problem or your system.
tried an alternative file archiver app yet? if not do so (I recommend 7zip), maybe the app itself is damaged.
