Back in the late 70's early 80's I started listening to shortwave radio, got my Amateur radio license, and moved up to scanner listening too. Heard stuff on my scanner all the way from Argentina (paging companies). I wish I hadn't sold my scanner now. Used to listen to cell phones when it was legal.
I do recall when I was in London, UK back in 1991 when I was tuning around on my little AM/FM portable cassette player I could hear the London police calls.
