Is it possible to find out a routers public ip jus from its ssid?

"public" like "the IP of the internet-side of the AP" or like "the IP I can connect to as host"?
if you mean the internet IP of the AP: without connecting to the AP it isn't possible...
if you mean the internet IP of the AP: without connecting to the AP it isn't possible...

once attached to the network you can scan for the default or known IP ranges of routers.
For example linksys is 192.168.1.1 - if you attach to a unsecured Wifi network and the SSID reveals its a linksys router - you can get the web admin page by merely typing "http://192.168.1.1" in your browser.
You have to be attached to the wifi network for this to work - otherwise, the ISP/Internet DNS is going to tell you that 192.168.1.1 does not exist - it is a special IP range intended for private, internal networks.
On a cabled network, you scan the first and last IP of the network subnet.
example 202.81.100.50 is your machine IP on the network, so scan 202.81.100.0, 202.81.100.1, or 202.81.100.255 - the ends of the IP spectrum of your network subnet - usually admins stick routers, servers, or printers here. This is a neat way to avoid scannning the entire IP range
