Block Discovery Questions

I have seen a lot of references to Block Discovery being really difficult while solo mining bitcoins, and usually based on how lucky you are.

Or is this a misunderstanding?

What is the importance of discovering a new block in solo bitcoin mining, how do you know when you have found a block and how many would you need to mine the 25 coins?
