A Windows service is a Windows process that runs in the background.
AFAIK (Windows 2000), go to Control Panel->Admin->Services and it will give you a list of Windows services.
See which one matches your error code.

Basically, something you have running in the background (upon startup, AFAIK) is messing up. The error code you get should give you specific info on which process it is.
Find the process, kill it (if possible) and search Google/Microsoft for issues regarding it.

Well Boy Am I Smart . It Turns Out My Problem With The Error Message Service Executable Has Encountered A Problem and Needs To Close was Caused By An Error In A Patch, Because Of That Error A New Patch Was Just Recently Released. Once I Installed The Newer Patch I Stopped Seeing The Service Executable Has Encountered A Problem and Needs To Close Error Message. Sorry To Trouble You !
