hi
For my 1st post i will explain how to change bandwidth limit...
Windows xp reserves 20% of your bandwidth for QoS…(quality of service)you can speed your internet connection by reducing or eliminate it (as I did.. haven’t seen any side effect. )
1. Run gpedit.msc
(group policy will open)
2. In the 1st window pane, expand; Administrative Templates, then Network.
3. Select QoS packet schedule.
4. Move to the right window pane and double click on Limit reservable bandwidth.
5. On setting tab, Enable the limit reservable bandwidth.
6. Change the bandwidth limit to lower or 0% Apply
It done

if you google QoS you will get a wiki
heres something I pulled up:
QoS Priority Levels
Priority Level Traffic Type
0 Best Effort
1 Background
2 Standard (Spare)
3 Excellent Load
(Business Critical)
4 Controlled Load
(Streaming Multimedia)
5 Voice and Video
(Interactive Media and Voice)
[Less than 100ms latency and jitter]
6 Layer 3 Network Control Reserved Traffic
[Less than 10ms latency and jitter]
7 Layer 2 Network Control Reserved Traffic
[Lowest latency and jitter]
