Well, it depends what it should do....

I have a computer here at home that i use as a labrat. I use it for all kinds of tests with server software, viruses and such, works great.

The specs are...

AMD Athlon 1.0 GHz, 512 MB RAM, no soundcard and just some old random 128 MB GFX-card and a 100 GB HDD.

Works for me =]

But still it depends on what you are going to use it for, and how many people that will be using that service as well on the server.

depends on the website(s) and the amount of visitors.
a static html site needs less resources than a php-site with database connection for example. for a server the amount of RAM is more important for the performance than the CPU speed, with 512mb RAM you are on the safe side if you're not running multiple sites with a lot of visitors....and as CPU even the cheapest Sempron would be ok. my home server for example runs even fine on a Pentium2 with 386mb RAM....of course I saved as much resources as possible by installing no graphical desktop.

For me: Anything that boots, can handle php, and has an internet connection.

Processing speeds are nothing compared to the needed bandwidth with a server. If your site handles a lot of users and data I recommend a big hdd and good memory and a decent processor. As well as a nice COLD place to put it.
