Is This Cellphone hacking?

I bough a Nokia 3220b from a friend for 20 bucks without a SIM card.
When i open it, the only thing it tells me is:
"Insert SIM". when i try to make a phone call it tells me this:
"only emergency calls allowed".

So what does this phone needs?
Is this hackable?

does this mean that all calls are now free? lawl I don't think I get it. Cause if they are can someone give me a link to a Canadian site or ebay sale that will sell a phone I can unlock here in Canada. Also is this for outgoing calls only?
