i'm new to PHP & want to post data to "http://cbseresults.nic.in/class12/cbse12.htm" from my local web server and get the output "http://cbseresults.nic.in/class12/cbse12.asp".

first of all, you talk of php and then you ask for output in .asp which means you have to play with mod_rewrite, but looking at your query i think you dont even know what that is, you say you want to post data to cbseresults.nic.in from your local server to same destination???
you dont own this domain, and what are you trying to do?
if you think you're gonna change your(or your friends) result, you're definitely on the wrong path, even if somehow you change the results by hacking the server, its not gonna help, they will come to know and they will trace you within seconds even if you format or ecrypt your hard drive, for short if you're doing that you're inviting trouble,
its definitely against the rules of this site and cyber laws in india do exist, and definitely hacking central board of education's server is like robbing bank located in front of police station.
