ways to disable clicking the start menu ples help

is there a possible configuration or software to do the job to disable the clicking of the start menu and disable the end task key shortcut? i need to know what that coz im having trouble controling the desktop. i have a cafe manager but still if they press the Alt+Ctrl+delete it doesnt lock the screen. if anyone can teach me or any information about my topic i would appreciate it.

you can disable task manager by the registry key (this doesnt disable ctrl-alt-del key combo, but it prevents task manager from running when its pressed)

HKCU\Software\Microsoft\Windows\CurrentVersion\
Policies\System\DisableTaskMgr:DWORD

set it to 1 to disable, 0 to enable

disable the start menu by:

System Key: [HKEY_CLASSES_ROOT\CLSID\{5b4dae26-b807-11d0-9815-00c04fd91972}]

place a dash in front of the GUID (all those numbers)
restart for the change to take effect

gessss, thanks pal for the response, but im afraid it doest have the folder of system in Policies, the folder which i found under the policies folder are the Explorer and the Network it doesnt have system folder. and likewise the CLSID folder. hope i could do something out of it but i rely appreciated what u wrote men, thank u very much. By the way im using win98se and windows xp. if u could teach me or give me a software i'll be glad.
