Ok, you asked if its possible to hack a PC without sending a file.
First off, you have to define 'hack', do you want to shut it down, get a file from it, add a file to it, or ??
Then you are asking to do this without sending a file. Do you intend to get remote access? Do you intend to control the PC? Both of those may not need you to send a file, but you will certainly need to send commands to it.
Your question needs more detail if you want more detailed answers.
Btw, you can consider hacking the network the computer is on, or another PC on the same network. You can sniff traffic, and inject traffic - a round-about way to control or attack that PC.

and also rootkits and keyloggers

because there isnt a specific command that can do that.

if you want to get into "hacking" the only way is to learn for yourself, nobody will teach you. not because of a personal antipathy, it's because that's the way it is...everybody here had to learn for himself. but this is no problem because all info you need is available on the internet.
