yep! WP is easy to set up and use, of course some initial work is needed to fill the site with some content, but for this no coding knowledge is needed.
there are also plenty of plugins and themes available to make your blog unique.

P.S. just as a tip for all WP users: never install the gallery2- and e-commerce-plugins at the same time, it'll mess up everything because they interfere with each other....I had a hard time figuring this out...

As to the answer to your question....

When downloading the files, you can host it yourself, or put it up on a free webspace where you might have more control. While on a host that simply gives you a free blog, you don't usually have much control over it, just access to the blog itself.
