does anyone know about a program that can detect and monitor a wireless network, maybe even collect the packets with out having to be connected to it?

something like netstumbler can detect and monitor broadcast by wifi stations.
Backtrack with the right wifi card can be set to passively sniff the network, without associating or authenicating to it.

I'm gonna tack onto this post another recommendation for a live distro, the above programs are good for network monitoring, you can also use wireshark... and all are available as modules for SLAX. You can boot up, do your wardriving and reboot when you are done into your normal every day operating system... but again, you need to already have the right wifi adapter for the task (that seems to be the biggest headache for a beginning war driver)
