This to me is a silly post, bear with me for a second.
If a site is 'underground' then it would seem to me that it was not frequently or openly advertised... I assume you're not referring to:
New exploits and 'techniques' are found and then used or published depending on who finds them... but until they are published they are not usually available on sites, and after they are published they are just exploits and techniques.
'reply expected' is assumed as this is, in fact, a forum... to which post are replied to. To spell it out is not only redundant, but appears rude.
Not being one to harp past due however, have a good evening

This one has been around for a while now (but if you count their total uptime in a row it would be like 24 hours). Be quick to use it before it goes down again!

Hacking sites are hacking sites, if its public to the web, it is not underground. This isn't 1995, nor is what you see in the movies real (except nmap use in TheMatix ra ra)
A real underground site is one in which you will not find on a search engine, or procure a link to, unless specifically invited by a member of that site.
The internet is so abundant with information that you do not really need to go to an underground site, and if you have to ask for a link to one, then that just signifies a lack of aptitude and direction on your part, and negate anyone's interest to invite you.
Also, a lot, if not most of 'hacking sites' you do find, all have 'special interest' portions of the site which are not publicly accessible to everyone.
