to access telnet go

start --> Run type command in the box

then in command window (black screen) access telnet by typing

telnet
then it will say Microsoft Telnet
type open
then it will say <to>
then you put in address 192.168.0.1

or something like this might need a port too i.e. 127.0.0.1:25
25 is port number

Did this help ?

It is to my understanding that you can't use FTP (File Transfer Protocol) commands via telnet. It's basically like having a remote command prompt a the computer you're telnetting to.
¯\_(ツ)_/¯ It works on my machine...
