if the owner of a site bans your IP and deletes your account....lol you can only get back to it if you have a dynamic IP address or use a true anonymous proxy, then you would make a new account

if an admin has banned you it was for a reason.....create a new account and talk to him, maybe he shows mercy and unlocks your old account again.
