but gogeta and Xonet are right, its a server(s) setup with vulnerabilities allowing users to exploit and hack into it without the worry of legal action. the wargames are still under heavy development but in the meantime you can still do scans and TRY to hack whats there. The website for the server is just there to give newbs an idea of whats going on and how to get started in real hacking situations.

This Is My 100TH Post! These Wargames Sound Like Real Fun. Whoever Came Up With The Idea Is So Kewl. I Would Like To Know If I'm Allowed To Use My tools And Toys On The Box We Can Legaly Hack. O BTW Most Won't Give Me An Upperhand As I'm A Script Kittie For Now.

yep, you can use your tools, only DDoS is forbidden because you will attack the ISP too then (which is no good idea ).....
