Turning off some services on my Windows PC caused my ISP to not be able to communicate or see (during certain events) with my modem.
Turning off Windows Diagnostic Policy. Caused my system to appear offline to them while running speedtest diagnostics.

interesting...is the modem one your ISP provided?
with my DSL connection I also got a modem from my ISP, it's pretty shitty though so I got a nice Netgear one a little later. one day my connection stopped working and when I called the support they also tried to access the modem...which failed.
damn, I really should connect the ISP modem again when I have some time and do some packet capturing...

Yes it is one they provided. I can't be 100 % certain, the lady I spoke to seemed some what dimwitted. Or if it is only in regards to testing while using there diagnostic software. Either way good idea to do some packet capture tests
