Ip or not Ip??

You can't simply know who a person is based on their IP. Like the admins can see my ip.... but they can't physically see me.

The isp of a particular ip would know who an ip is assigned to at a particular point and time. You might want to try and social engineer one of the numbers for the abuse line or something.....
