Whats the best way to get the IPs for public buildings?

hmm, depends on what you mean, if there is a WLAN you can simply do a scan with Netstumbler. but if no WLAN is available you will need physical access to one of the computers there and run ipconfig to get details.
if it's something like a library check if they have a homepage, maybe they run their own server...

well, then check for an available WLAN, the hospital might have a public computer where people can surf (at least most hospitals here have), you can try to get info by using such a computer....but don't do any harm..
