Create a Server, encrypt it
bind it with a jpg file using a binder,
i would suggest ExeBinder 2.5 for a binder.
And of course this can be done with any file, not just a jpg one

Yeah well the victims i was using in my setup was pedophiles, and i imagine that these things would be easily spread on like Edonkey. Yeah well even if i managed to code a program for it i still don't know the method for adding executable code to a media file that actually executes properly (not that i am skilled enough to code it .....yet)well THAT case, i beleive that the proggy your a looking for could be codeable
