Well I live in a boarding school, and lots of people use the same wireless

Is that the reason why if I go to Task manager--->networking--->Adapter name=wireless network connection, it's network utilization is 0.01~0.1 ?

Or is it always like that? I could I make myself use more of it?

is that the %?.

cus if I use internet only ( webserving) I use max 0.2% of 100mb. ( this includes MSN I think).

other then that if the internet is slow, it can be that some 1 is down or uploading stuff which disrupts the internet flow.

most likely the bandwidth is scaled by the gateway, usually this is done dynamic but it can also be a fixed value....in this case there is not much you can do about it. if you run Firefox as browser it might worth a try to check the "Fasterfox" plugin to gain a little speed....
to check your bandwidth there are plenty of websites, this one is ok for example: http://www.speakeasy.net/speedtest/
