POS Keyboard

Ok, i'm fixing this laptop for this person where their keyboard is messed up. The problem is that when they try and type normally, they keyboard "thinks" that the windows key is being pressed and does the windows key + letter, which doesn't work very well for daily usage. I know the key isn't stuck, i've popped it off and nothing's stuck under it either. What could be causing this?

The only temporary solution i've found is that i go to the on-screen keyboard, and press the windows key and then a letter. Then, her keyboard works normally until reboot. Also, i know it's not windows because i reinstalled windows on there as well.

Any ideas?

hmm...it must be a hardware problem then. have you checked BOTH windows keys? a little dirt can be already enough, so best clean the contacts.
if this has no effect you could try if disabling the keys in the registry works:

for the left key:
