its possible to look up an unlisted phone number, what it takes is some social engineering with the telephone operator, they have all numbers, regardless of what they tell you...all you have to do is explain its an emergency, if the operator wont give youit, ask for their superviser, and if they dont give it to you, ask for theirs.
dumpster dive for phone bill
if you have physical access, just grab their trash and hope they don't use a paper shredder. People throw away many things that tells alot about them, the bills, bank statements, tax forms, and of course phone bills.
Don't forget to place similar looking trash bags in place to avoid suspicion.

i think with the inset of VoIP they can, so thats why you call from a regular based telephone line, if your saying its an emergency then its likely they wont do a trace, but you never know...
for cellphone numbers i would do what DNR said, way safer, way more likely to get the number...
if your tying to get a celeb's celly, unless you can hack a celly providers db or do a man-in the middle intercept, then forget about it....they pay big bucks to keep their numbers publicized, though social engineering may easily enough get them
