I've found that "control userpasswords2" beats the crap out of the control panel version of setting up Administrator/Power User/Restricted User accounts.

The old command interpreter cmd.exe has been continued in a slightly newer version. The Vista version is 6.0 whereas the XP version is 5.1.

ASSOC Displays or modifies file extension associations.
ATTRIB Displays or changes file attributes.
BREAK Sets or clears extended CTRL+C checking.
*BCDEDIT Sets properties in boot database to control boot loading.
CACLS Displays or modifies access control lists (ACLs) of files.
CALL Calls one batch program from another.

Deployment tools:

BCDEdit:
Boot Configuration Data (BCD) files provide a store that is used to describe boot applications and boot application settings. The objects and elements in the store effectively replace Boot.ini.

BCDEdit is a command-line tool for managing BCD stores. It can be used for a variety of purposes, including creating new stores, modifying existing stores, adding boot menu options, and so on. BCDEdit serves essentially the same purpose as Bootcfg.exe on earlier versions of Windows, but with two major improvements:

Bootsect

Bootsect.exe updates the master boot code for hard disk partitions to switch between BOOTMGR and NTLDR. You can use this tool to restore the boot sector on your computer. This tool replaces FixFAT and FixNTFS.

DiskPart

DiskPart is a text-mode command interpreter in Windows Vista, Windows® XP, and the Windows Server 2003® family. This tool enables you to manage objects (disks, partitions, or volumes) by using scripts or direct input at a command prompt.

Drvload

The Drvload tool adds out-of-box drivers to a booted Windows PE image. It takes one or more driver .inf files as inputs. To add a driver to an offline Windows PE image, use the peimg tool.

If the driver .inf file requires a reboot, Windows PE will ignore the request. If the driver .sys file requires a reboot, then the driver cannot be added with Drvload.

Expand

Expand.exe expands one or more compressed update files. Expand.exe supports opening updates for Windows Vista as well as previous versions of Windows. By using Expand, you can open and examine updates for Windows Vista on a Windows XP or Windows Server 2003 operating system.

Intlcfg

The International Settings Configuration Tool (Intlcfg.exe) is used to change the language and locale, fonts and input settings to a Windows image. Typically, you run intlcfg.exe after applying one or more language packs to your Windows image.

LPKsetup

You can use Lpksetup to perform unattended or silent-mode language pack operations.

OSCdimg

Oscdimg is a command-line tool for creating an image (.iso) file of a customized 32-bit or 64-bit version of Windows PE. You can then burn that .iso file to a CD-ROM.

PEimg

PEimg.exe is command-line tool for creating and modifying Windows PE 2.0 images offline.

Powercfg

You can use the Powercfg tool to control power settings and configure computers to default to Hibernate or Standby modes.

Winpeshl

Winpeshl.ini controls whether a custom shell is loaded in Windows PE instead of the default Command Prompt window. To load a custom shell, create a file named Winpeshl.ini and place it in %SYSTEMROOT%\System32 of your custom Windows PE image. The .ini file must have the following section and entry.

"Typing cmd in the Start menu’s search box will bring up the familiar command-line window, but depending on your machine’s confi guration, you might be stuck in a restricted mode even if you’re logged in as an administrator. To launch an unrestricted Admin command line, type cmd at Start, then press Ctrl-Shift-Enter. You can also do this by right-clicking the CMD.exe result in the search box and selecting Run as Administrator in the drop-down menu. You’ll notice you’re in Admin mode by the Administrator prefi x in the window’s title bar. Now you can move and copy fi les and folders from the command line and run system tools such as msconfig; by default these privileges are locked out"
