Phone modem as a caller ID device? Yes/No?

I was wondering if it is possible to code an algorithm that can detect (through the phone modem inserted in the PCI slot of a pc) a receiving calls number. Sort of like caller ID but using a phone modem and a program that communicates to the modem allowing for the phones history/identification to be reveled. I would like to develop this in C or Visual Basic however assembly can be considered but not preferred. I have this wild idea to be able to answer the phone after I see who called using my program. I would then be able to block spam calls and log received calls configure a data base etc. Has this been done and can it be done? I am sure it can be done but I need to be pointed in the right direction.
