My question is simple.
Is there software that can control lan computers (like a RAT) without being an administrator or knowing the other computer accounts password?
Im talking about windows.
lan control
Well, there are plenty, but mostly the kind you want not to be detected by the user, are detected by their Anti Virus software. So if you want something like that to work, you will have to build your own
But if you have access to the computer, then there are other ways.

without being admin for that LAN it cuts down on your options. There is a regular netadmin tool for a Windows Lan, remote access client. But you'll need to setup firewall settings to allow the remote computer access. This might also show your actions on the screen of the computer too.

So that leaves third party software, but you'll still have issues of setting up access via the Host-based Firewall, or even the LAN firewall. Some third party software, while useful, are labled Malware by network security scanners.
