Okay, my connection is 1mbit down and 256kbit up
Here is what I noticed when downloading using utorrent.
Suppose I'm downloading a popular file( new movie,programm etc ) so it has a lot of seeders and leechers. If I limit the bandwith for example to 100kbyte/sec and then take off the limit my download speed jumps to 300 and then after some time returns to normal. Can this be somehow exploited?

Data is temporarily stored in a buffer, and when you limit the download speed, most bt clients just read less from the buffer, so the amount of data will grow until the buffer is full. When you remove the limit, it'll read the entire buffer, causing a virtual increase in download speed. So the answer is no, you can't exploit it.
