That is the beauty of it all I think. Any one from any corner of the world can become a hacker as long as he has some minimal resources like a computer and access to the internet.

I disagree. Hacking goes beyond the technology of computers - a real hacker hacks everything, every system. Social engineering is a good example of this. A real hacker can hack any system, computer or not.
