Clock Keeps Falling 3 Hours Behind And Changing Time Zones

Hello How Is Everyone Today? Has Anyone Ever Had The Problem Where You Set The Clock On Your PC And Then Not Much Later The Time Is Wrong Again? I Just Set My PC's Clock This Morning And At 9:00 P.M. It Says It's 6:00 P.M.
It Also Keeps Setting To The Wrong Time Zone! Does Anybody Know How To Fix This Problem?

Yes It's Setup To Automatically Adjust For Daylight Savings Time And Automatically Synchronize With An Online Time Server. It Also Seems To Want To Be In the (GMT -8:00) Pacific Time (US & Canada) ; Tijuana Time Zone Setup.
Strange Huh?

disable the service in msconfig, the time is not exactly anyway even when you´re connected to the proper local time server, and disabling the service also closes port 123 and so helps securing your system (well, there only a few exploits for this service, but there are some).
